The writers for the Simpsons hated doing clip shows, but were forced to. They tried to make them as entertaining as possible. Yes, the second one did have new footage (though some was repurposed from older episodes, and from earlier in the same episode).
A good handful of the Simpsons ones were actually fun, or at least had funny enough linking material to be entertaining. All Singing All Dancing was actually fun, as was the Homer Simpson roast. And they made sure to lampshade the heck out of it every time. I especially liked the huge Take That at Ren and Stimpy in that one episode. The only way to make a clip show good is to give perspective on the clips. The one where they were talking about romantic backstories had a little depth to it.

Some anime do this too, like Sailor Moon. Many people thoght DiC made that episode (most countries skipped it), but surprise, surprise-it was part of the original Japanese run! Pokémon had a few that were Japan-exclusive, unlike Sailor Moon.
Japan does this for three reasons...

1) budget, obviously. No need to go into anymore.

2) to recap major storylines before a huge new arc

3) same reason they have filler episodes. And sometimes to lengthen the series by adding them at the end.

But mostly reason 1.

I hate to bring up Pokémon, but it took until the Hoenn saga to get a clip show, and the first one was really poorly edited with the music noticeably skipping whenever they skip to a different scene in the clip. It was never dubbed into English, and neither were any of the later clip shows.

The Garfield comic strip actually did a "clip show" for Garfield's tenth anniversary (which is a "look how far we've come" retrospective, but with a funny pay-off): http://garfield.com/comic/1988-06-19

For a few years, That Guy with the Glasses had anniversary specials that weren't clip shows, but given the kind of shows that website has, it seems it would be hard to really do clip shows. Well, it might be easier to do a Nostalgia Critic clip shows for the post-To Boldly Flee episodes (though I guess the f-ups lists are sort of clip shows).

A new clip show will soon be on Youtube. Late Night with Sam the Snowman will have "A Cheesy Clip Show" two-parter season 2 finale on August 18 and 19. It will be a mock clip show full of forth-wall jokes, and references to how clip shows are made, because of the writers being...oh, I'm not going to spoil it, but it will be great .

I remember a long time ago, on the old Golden Age Cartoons forum, I had noticed that the Golden Collections didn't have any of the Looney Tunes clip show shorts, and somebody speculated that those "cheater" shorts would be released after all the shorts they compiled clips from were remastered. Not sure if that's true or not, but none of the Golden Collections have any of those shorts with clips (I wonder if The Wild Chase should count. I've never thougth of it as a clip show, but it does heavily reuse animation, albeit with Speedy and Sylvester added to the footage). Though the Super Stars releases have "This is a Life?" and "Feudy Cat".

It seems those shorts were also scarce on VHS and laserdisc. What's Cookin', Doc? was released on several videos (does that count as a clip show, as it only has one existing clip?). I know that Feather Bluster (or is that Feather Dusted? I keep getting those two mixed up, though I know they were both released on video) and This is a Life? were released on VHS.

The Wonder Years had two clip shows. One didn't have any new footage (I'm pretty sure it had new narration), while the other did. And for some reason, the first clip show isn't on Netflix (and after looking at a list of what music has been cleared for the upcoming DVD release of the full series, it looks like it won't be included on DVD, either).

A clip show was made out of a porno, of all things! This Ain't Jeopardy! XXX (how desperate for money and ideas is the porn industry that they have to resort to parodying game shows?) is mostly comprised of clips of other pornos from Hustler Video's library via the category "Caught in the Act". Take a look here (don't worry, the link is SFW).

Hey, that's what happens when we have Deviant art, Dailymotion, and stuff like that. Better stuff for free (or at least online), and those making films you actually have to go to a scummy part of town to actually buy are going to suffer. Sounds like a waste of money for even the biggest perverts, or ironic film watchers. Why would anyone think a bad parody Jeopardy is erotic? And a clip show too? Wouldn't someone rather get the film they're taking the clips from? Baffling on every account there is.

Maybe they won't know what films will be represented with clips until they see it. Maybe the clips come from films they've never heard of. Maybe watching the clips will make them want to seek out the real... Oh, never mind.

I remember there being a clipshow episode of American Dragon and it used clips from both the old animation and the new animation style and all if it was just jarring to look at. Like...when the art style is that drastically different between seasons, it looks awkward in a clip show format
