OH BS. Lips, a puppet introduced in the late 70s, was around until like, months ago, after Steve accidentally sent the trumpet through his face. It was exposed foam. It lasted for almost 45 years. Johnny and Sal, one built earlier then the other, with fleece covering the foam, and barely anyone using them? They've likely lasted.
Muppet Wiki says that according to a Facebook post by Bill Barretta , Sal and Johnny have indeed deteriorated.

Well looks like most Muppets don't last for 20 years.
Didn't Jane Gootnick say in The Secrets of the Muppets that the "central family" of characters (aka "The Muppets Proper") have such frequent and extensive use that they need more frequent rebuilding than other families of characters? (Just as she was sculpting the head for a new Gonzo puppet!)

Johnny and Sal were being used all the time in different specials and Muppets Tonight. Plus they could have been using them backstage just for fun or something.
