Joann's Crafts (joann.com) sells 'egg shaped' hard styrofoam egg-balls. Perfect for the 'Beaker style' Muppet nose you have in mind. Also, it would be very easy to slap some fabric over it, with some strong glue ..or maybe pins.
Hope this helps.-Mia

The Toystore in my town sells clownsnoses made of foam. You can also dye those and as Andrew suggested cut out a wedge in the back to adjust the shape.

Hey!

I'm Gabe, 14 years old, and this is how I've learned to make noses!

The way that I make noses is I cut a circle of antron and use a running stitch (in, out, in out...) all around the edge of the circle, and make sure you leave extra thread at the end (don't cut the "tail"). If you stick a pice of foam in the center of the circle and pull the tail of the thread, it should act as a drawstring and then you can make a seamless, "perfect" nose (sew the bad side to the puppet so that you see the front only).
