Here is my idea for a perfect Sesame Street line-up. It would feature four regular-sized figures in each series, and each series would have either a larger-than-can-fit-in-the-package figure (for the record, I think that Barkly and Alice are both small enough to fit in the normal packaging) or a playset.

Series 1:
Super Grover with cape, helmet, trenchcoat, glasses, and hat.
Elmo with Dorthy in goldfish bowl, box of crayons, and a package of juice
Prairie Dawn with piano, "Let's Make a Face" marquee, and the letter P with P display shelf.
Green Honker with wall and "Honk Around the Clock" 45 and record sleeve.

Large Figure:
Big Bird with Little Bird, Radar, and nest.

Series 2:
Bert with Berniece the Pigeon, bowl of oatmeal, book on paperclip collecting, and bottlecap display board.
The Count with bats, organ, and cape.
Herry Monster with doll, barbell, and scale.
Sherlock Hemlock with magnifying glass, hat, and Watson.

Playset:
Ernie and Bert's Bedroom with Ernie, Rubber Duckie, table, lamp, and chairs.

Series 3:
Cookie Monster with whole cookie, half-eaten cookie, cookie jar, plate of cookies, and cookie with letter C.
Zoe with Zoemobile.
Rosita with guitar, pinata, and wall.
Grungetta with pile of trash, old sneakers, and messed-up hats.

Large Figure:
Bruno the Trashman with Oscar in trash can, lit, and removable hat.

Series 4:
Telly Monster with tuba, triangles, Freddie, and pogo stick.
Baby Bear with bowl of porridge and story book.
Abby Cadabby with magic wand, brick wall, purple Martian, and magic spell book.
Fat Blue with menu, bowl of soup, and chair.

Playset:
Charlie's Resturaunt with Grover, table, rag, tray of food, and tray lid.

Series 5:
Bedtime Ernie with bed.
Bedtime Bert with bed.
Alice Snuffleupagus with cabbage.
The Amazing Mumford with hat, magic wand, and table.

Large Figure:
Mr. Snuffleupagus with cabbage and plate of spaghetti.

Series 6:
Bedtime Elmo with bed, blanket, and alarm clock.
Oscar the Grouch with trash can, lid, Slimey, and Fluffy.
Biff with helmet, hammer, and tool box.
Sully with hat, drill, and lunch box.

Playset:
Monsterpiece Theater with Allistar Cookie, books, chair, table, cookie, and pipe.

And Digit, who comes with computers, keyboard, and light set.
Bean with shovel and pail, cake, carrots, and bunny hole.
Nigel the Director with head set, that mole who sits with him, and veiw Screen
Big Mean Carl with Squash, baseball bat, cucards, and camera.
VACATION SERIES
Kermit, with hamock, two trees, and singing clams.
Gonzo with swinging vine, squirt gun, and towel.
Rizzo with red shovel, sand castle, and penguin.
Leon the Lizard-thingie, with flower necklace, shades, coconut drink, singing coconuts.
Bean with shades, folding chair, and seashells.
Rowlf the 'Music Mon', with Flute, conga, piano, guitar, and hat.
Scooter with umbrella, fish, and suntan lotion.
Sweetums, with shades, towel, surf board, and beach play set.

I was listing what I would want in a Sesame Street action figure collection, not a Muppet action figure collection. Maurice is the only character you listed who would be in a Sesame Street line of toys. I like the look of maurice, but there are a lot of characters who are more important, as well as ones who I like better.

There are a lot of other characters I'd want before Maurice who I didn't include, such as Herbert Birdsfoot, Lefty, Harvey Kneeslapper, Proffessor Hastings, Guy Smiley, Don Music, Frazzle, Little Jerry and the Monotones, Chris and the Alphabeats, Sam the Robot, some Dingers, more Honkers, the Two-Headed Monster, Hoots the Owl, Benny, Baby Natasha, and Roosevelt Franklin.

Just popping in... Leon is a lizardlike creature. And I'm not sure, but if that quote is from the elevator sketch with Kermit wanting to get to the 7th floor, I believe what the Count said was "hotsy-totsy", since "Potsy" is a character from the show Happy Days.
Just tryin' to help out. Like the range of ideas so far, helps with what I'm scheming myself.
