I was just looking around IMDB and found a telefilm called Kids Like These. It's a 1987 drama about parents raising a baby with Down Syndrome. According to IMDB, Big Bird appears in the film.

Emily Perl- Kingsley (creator of Sesame Street) has a son w/Down's Syndrome. I never saw the movie though.
