Question about a Character

On MTS there was a character that came out and blew bubbles out of his head and said, "Aaaah? Aaaah?"
It is not Bill the Bubble Guy from Muppets tonight.
If anyone can help me find him I would be very appreciative!

Bill the Bubble Guy is the only guy I know of who blows bubbles out of his head. Sorry I'm no help to you otherwise.
