"Lost" cartoons are generally features that were either not released to the public for whatever various reasons, or those which were released at some point and then never released again, thus rendering them "lost" from the common person's accessability. This is the same as some television shows, specials, radio broadcasts, etc.

Occasionally these materials are, in fact, quite literally lost. I just tonight heard a recording of Nat King Cole that had been misplaced in storage and was just being rebroadcast for the first time.
