I've been wondering for a long time-why does every community have a post office, but not every community has train service?

Uh, because not every community has passable rail roads?

Well, every community has a post office, and also a library(so even the poor can have access to books), a fire station(so people can be rescued from fires), a police station(for investigations), and public schools(for those who can't afford private education). If every community can have those, they should be able to have a train(if there are any rights-of-way)!
