The man is just an un-named what-not who appears to be a backstage worker at the muppet television studios.

What happens is that he sees Carla and says "Hey! You look just like Big Mean Carl!". To which she replies that he's her son and introduces herself to the man.
The what-not holds out his hand saying how pleased he is to meet her and she replies that she is pleased to eat him too and swallows him down.
