No, not the one with Olga and her ocho ostras en una olla de oro (eight oysters in a golden pot), though that one was a favorite of mine too... The clip I'm looking for also dates from the early 70s, and may have been animated by whoever did the "Olga" cartoon. It begins with a man riding an old-fashioned bike. After dismounting, the man grabs the larger wheel (which shrinks into a hand-sized letter O). Most of the cartoon shows him acting out various O-words with costumes and props; the man dons Wagnerian-style costume for ópera, changes to a cowboy suit for oeste (west), and holds two O's like eyeglass frames for ojos (eyes). At the end of the sketch, he introduces an orangutan orchestra, which begins playing a lively march--until the man loses his balance and falls into the orchestra pit with a crash.
