How do you start public groups?

How do you start public groups? It says on my profile that I'm not a member of any of them...but nobody is. Can I start one? :confused:

Groups are something that can be done on an administrative level, not an individual level. We really don't have any in place right now specifically using that feature.

How do you start public groups?
