Muppets tonight Question

In the muppets tonight, Clueless and Polly work in a diner. Their routine consists of hitting each other then singing. Mr Callahan comes into the diner every week and ends up getting hurt some how (with me so far). Who is he supposed to be? In my mind he is the Dirty Harry, Clint Eastwood character so its funny when bad stuff happens to him (him being all "don't move punk"). Thats beside the point, all i want to know is the character based on some one?
