Sesame Street Unpaved theme question

    I was watching the theme song because I found it on YouTube. There are two characters on there I do not know who they are. Can someone help me on these? There are the feet tapping and the hand trying to hail a taxi. I think the hand is supposed to be cookie monster. The uploader on YouTube is MKRGolf.
