Hello please can someone help pe to tell me the name of this muppet

That Muppet is Floyd Pepper - sometimes called Sergeant Floyd Pepper. The character is performed by Jerry Nelson and he is the bass player in the Electric Mayhem band. That picture is of the Palisades Action figure of the character. It is from Series 2 and is quite rare I believe.
