Speaking of Histeria!, until recently I was under the impression that that was another Steven Spielberg/Warner Bros. collabo, but apparently it was strictly a Warner Bros. cartoon... it's funny though, because the brand of humor and animation was pretty much identical to that of Tiny Toon Adventures, Animaniacs, Freakazoid!, etc.

But then again, weren't there some character crossovers with Histeria!?

Here's the source of the confusion. Honestly, I never understood the actual extent to Spielberg's involvement in those series, since the characters were created by others, and he was basically the executive producer and put his name on it, and had his studio (Amblin at the time) as a co-production team with Warners. Other than the time he played himself on Tiny Toons, he wasn't that involved with it. In fact, an episode of Freakazoid had Freak, Brain and Wakko argue about which one is Steven's favorite, leading Steven to say "Uh... who are you people."

The REAL creative forces behind Animaniacs, Freakazolid, and the rest were Tom Rugger, Sherri Stoner, Paul Rugg... etc. etc. And the confusion over Hiseria being a Spielberg show (which it wasn't) is just over having the same writing and creative forces behind those shows. While it has the same writers (more or less) the same VA's (standard in WB cartoons... Rugger's-or someone's- sons still played some roles), and basically everything else, it didn't have Spielberg... not that it made a difference one way or another.
