No. The call for civility refers to anti violence at political protests and not shouting down people trying to speak with chanting. Political correctness calls for the controling of speech so as not to be offensive. Civility has to do with action and political correctness has to do with speech.
For example. Some people are very politically correct, but incapable of having a civil conversation. Some people care so much about social justice that they dont care how the treat peolle with differing opinions. You can be not be offensive while still being rude.
One is in favor of speech and one is not. Civility is about allowing everyone to speak and political correctness is about not allowing certain speech by certain people.
